The workplan of the Baku to Belém Roadmap to 1.3T has been released by the Azerbaijani and Brazilian Presidencies of the 6th and 7th meeting of Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA).
According to the separate notification, there will be consultations on the Baku to Belém Roadmap to 1.3T during the 2025 Bonn Climate Conference at the following dates and times:
With Parties (countries): Monday 16 June at 14:00–17:00 CEST
With non-Party stakeholders: Thursday 19 June 10:00–12:00 CEST

The Baku to Belém Roadmap to 1.3T was established as part of the decision on the New Collective Quantified Goal on Climate Finance NCQG) at COP29 in Baku, Azerbaijan in November 2025.
The outcome of the NCQG was completely inadequate for many reasons, including that it failed to deliver on Loss and Damage finance at the scale of the needs of developing countries which our calculations suggest are at least 724.43 billion USD year and economic quantification has suggested will be 395 [128–937] billion USD in 2025.
However, the Baku to Belém Roadmap to 1.3T provides an opportunity to address the failure of the NCQG to deliver Loss and Damage finance. It is also a critical opportunity to clearly define actionable steps and measurable outcomes for the Roadmap, ensuring robust accountability mechanisms and transparent tracking of progress towards achieving the at least 1.3 trillion USD and 300 billion USD annual goals of the NCQG by 2035.

The NCQG decision, actually said the work under the Road map should conclude at COP30, yet that is when the work plan says it will be launched.
It is critical for those who attend the consultations with the Presidencies in Bonn to stress that the Baku to Belém Roadmap to 1.3T must progress rapidly once launched, ratcheting up the provision and mobilisation of high quality non-debt inducing climate finance to meet the 1.3 trillion USD and 300 billion USD annual goals of the NCQG by 2035. Participants should also ask how the work plan will address the Loss and Damage.
