Loss and Damage at the 2026 Bonn Climate Conference

The 2026 Bonn Climate Conference (SB 64) under the United Nations Framework Convention on Climate Change (UNFCCC) will take place at the World Conference Center Bonn (WCCB) in Bonn, Germany, from 8 to 18 June 2026, preceded by presessional meetings from 2 to 7 June 2026.
There is no standalone agenda item on Loss and Damage on the annotated provisional agendas of the 64th sessions of the Subsidiary Body for Scientific and Technological Advice (SBSTA 64) and the Subsidiary Body for Implementation (SBI 64). However, this does not mean that Loss and Damage is absent from SB 64. Issues relevant to Loss and Damage will be considered across a range of negotiations, workshops, dialogues, constituted body meetings, and mandated events.
Despite the fact that there is no formal agenda item on Loss and Damage at SB 64, this document highlights key agenda items and discussions where Loss and Damage can be advanced, including:
- Development of the first regular report on Loss and Damage;
- Discussions related to the Warsaw International Mechanism for Loss and Damage (WIM), its Executive Committee (ExCom) and Santiago Network for Loss and Damage (Santiago Network), and Fund for Responding to Loss and Damage (FRLD);
- Adaptation discussions, including Global Goal on Adaptation (GGA), adaptation communications (ADCOMs), and the Nairobi Work Programme (NWP);
- Climate finance discussions, including the Adaptation Fund and the second review of the functions of the Standing Committee on Finance (SCF), a two-year work programme on climate finance, and efforts to scale up climate finance under the UNFCCC;
- Matters relating to the Global Stocktake (GST), including discussions on how GST outcomes are informing Nationally Determined Contributions (NDCs) and broader implementation efforts; and
- The Just Transition Work Programme (JTWP), including discussions on the operationalisation of the Belem Action Mechanism for a Global Just Transition (BAM).
This living document provides an overview of the key Loss and Damage issues and discussions at SB 64. It highlights opportunities to advance Loss and Damage across the conference agenda, provides background on relevant processes and events, and outlines the Loss and Damage Collaboration's key messages and expectations for progress ahead of COP 31.
