KEY MESSAGES ON LOSS AND DAMAGE FOR COP 30

COP 30 will take place in Belém, Brazil, at the mouth of the mouth of the Amazon River —the gateway to the Amazon rainforest. The climate crisis is causing many types of loss and damage in the Amazon, including a loss of biodiversity. Rising temperatures are disrupting the availability of fruits and seeds that Scarlet Macaw rely on for food, the climate crisis is also their breeding cycles. (Shutterstock / Beto Santillan).

The thirtieth  Conference of the Parties (COP 30), seventh Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA 7), and the sixty third session of the Subsidiary Bodies of the United Nations Framework Convention on Climate Change (UNFCCC), Belém, Brazil, from 10 to 21 November 2025. Key items on the agenda of COP 30, CMA 7, SBI 63 and SBSTA 63 relevant to Loss and Damage include:

  • COP 30 agenda item 8, CMA 7 agenda item 10: Matters relating to finance:
    • Report of the Fund for Responding to Loss and Damage (FRLD) and guidance from the COP and CMA to the FRLD; 
    • Compilation and synthesis of and summary report on the in-session workshop on, biennial communications of information related to Article 9, paragraph 5, of the Paris Agreement.
  • COP 30 agenda item 18,  CMA 7 agenda item 18:
    • Implementation of Article 9, paragraph 1, of the Paris Agreement.
  • CMA 7 agenda item 4, SBI 63 Agenda item 6, SBSTA 63 agenda item 3: Matters relating to the Global Stocktake (GST):
    • Procedural and logistical elements of the overall GST process; 
    • Modalities of the United Arab Emirates (UAE) dialogue on implementing the GST outcomes, referred to in paragraph 97 of decision 1/CMA.5 (SBI agenda item 6 (b))
    • Reports for 2024 and 2025 on the annual GST dialogue referred to in paragraph 187 of decision 1/CMA.5 (CMA 7 agenda item 4(b)).
