This Practical Toolkit provides legal guidance on how to protect individuals who are displaced across international borders due to climate change and disasters. While not everyone fleeing such events qualifies as a “refugee” under current international law, the Toolkit outlines how existing legal frameworks such as human rights law and complementary protection mechanisms can and should be used to offer protection.
The Toolkit was developed by legal experts including Kate Jastram, Jane McAdam, Geoff Gilbert, Tamara Wood, and Felipe Navarro, with support from various academic and legal institutions.
