The thirty-first Conference of the Parties (COP 31) under the United Nations Framework Convention on Climate Change (UNFCCC) will take place at the Antalya EXPO Center in Antalya, Türkiye, from 9 to 20 November 2026, preceded by presessional meetings from 2 to 8 November 2026.

This living document provides a Loss and Damage-focused overview of the key issues and discussions taking place at COP 31. At COP 31, Parties will consider two agenda items on Loss and Damage. The first concerns the Warsaw International Mechanism for Loss and Damage (WIM), including the joint annual report of its Executive Committee (ExCom) and the Santiago Network for Loss and Damage (Santiago Network), and the outstanding question of WIM governance. The second covers the report of the Fund for Responding to Loss and Damage (FRLD) and guidance to the Fund.

The document also highlights opportunities to advance Loss and Damage across the conference agenda, including through discussions on adaptation, climate finance, and the Global Stocktake,  so that it is fully integrated into COP 31 outcomes and decisions. It also outlines the Loss and Damage Collaboration’s key messages and expectations for progress on the WIM, its ExCom and the Santiago Network, and the FRLD.

We aim to update this document by the end of each day (GMT+3, Antalya time).
