A Real Mosaic of Solutions to Respond to Loss and Damage from Climate Change

To respond to loss and damage, while enabling developing countries to build long term resilience and achieve the Sustainable Development Goals (SDGs), a fit for purpose “mosaic of solutions” must be catalysed both inside and outside the United Nations Framework Convention on Climate Change (UNFCCC). In a previous brief, we laid out our five-year vision for Loss and Damage under the UNFCCC, which stressed the importance of strengthening the functions of the Warsaw International Mechanism for Loss and Damage (WIM) and fully resourcing its Santiago Network and the FRLD. While we continue to strive to ensure progress under the UNFCCC, this paper presents a novel approach to Loss and Damage, one that catalyses “a mosaic of solutions” that can both meet the scope and scale of the needs of developing countries and frontline communities. In this paper we:
- Unpack the mosaic of solutions approach why it's needed and what it involves;
- Describe key pieces of the mosaic to identify gaps and opportunities fill those gaps;
- Identify key upcoming policy and political moments relevant to driving these reforms;
- Consider how to address the finance gap and make strategic progress in these tough political times;
- Help bridge silos and encourage dialogues, alignment and networked advocacy across the different communities of practice working to reform and strengthen the different pieces of the mosaic; and
- Demonstrate that the mosaic of solutions approach to Loss and Damage is a critical tool in the pursuit of climate justice.
This paper is the flagship in collection of outputs unpacking a real mosaic of solutions to respond to loss and damage from climate change. It is accompanied by an executive summary and a series of briefs which dive deeper into emerging and existing solutions, how they can be strengthened, and the reforms needed to ensure a fit for purpose mosaic of solutions.
