WHAT IS LOSS AND 

DAMAGE?

This brief picks up where the first left off  where I described guiding principles for decision makers as they turn their minds to how to operationalise a fit for purpose Santiago Network for Loss and Damage – starting with submissions due on 15 March 2022.

As I continue my research I ask myself and others, what is needed to ensure that people in frontline communities such as Madagascar, which has just suffered its fourth tropical storm in five weeks after a period of severe drought, have their needs addressed by the Santiago Network? I wonder how decision makers can design the institutional arrangements of the Santiago Network unless they understand the parameters of the challenge they are trying to solve. Thus, the next critical question to answer in this brief is: what is loss and damage?
