Key Messages for the Twenty-Second Meeting of the Executive Committee of the Warsaw International Mechanism for Loss and Damage

In the context of the evolving Loss and Damage landscape, particularly with the advancements of the WIM’s Santiago Network as well as the Fund for Responding to Loss and Damage (FRLD), it is crucial to recognise the need for a shift in focus during ExCom 22 and subsequent meetings. These gatherings should not only provide updates on technical products currently under development but also spotlight the progress toward effective implementation of approaches to address loss and damage in developing countries. The twenty-second meeting of the Executive Committee (ExCom 22) of the Warsaw International Mechanism for Loss and Damage (WIM) will take place between the 13th and 15th of May 2025 in Bonn, Germany. The provisional agenda with annotations for ExCom 22 includes several critical issues to be discussed over the three days of the meeting. These are:

  1. Preparation of voluntary guidelines for enhancing collection and management of data and information to inform the preparation of biennial transparency reports (BTRs);
  2. How the latest climate science can inform policy-making relevant to averting, minimising and addressing loss and damage;
  3. Work related to slow onset events, non-economic losses (NELs), comprehensive risk management approaches (CRM), human mobility and action and support;
  4. Cross-cutting activities of the second five-year rolling workplan of the ExCom, including progress implementing the workplan and work related to knowledge products and technical guides;
  5. Collaboration with the Advisory Board of the Santiago Network for Loss and Damage; and;
  6. Collaboration with the entities that form the funding arrangements, including the Fund for Responding to Loss and Damage (FRLD).

These key messages are arranged according to selected agenda items: 3, 4, 6, 7, 8, 9, 10, 11, 12, 13 and 14 and are not necessarily comprehensive or arranged in order of how they will be addressed during ExCom 22. They will continue to be updated, as needed, to align with developments in the agenda items being discussed.
