The Global Stocktake (GST) was established in Article 14 of the Paris Agreement with the objective of taking stock of the implementation and assessing progress towards achieving both the purpose and the long-term goals set out in the Agreement. The first GST will culminate at CMA 5 during COP 28 in Dubai in December 2023. The outcome is expected to assess where we are at and outline how to get to where we need to be to create the world we want. 

Given that Loss and Damage is included as a separate Article in the Paris Agreement it is critical that the GST treat it as both a standalone and cross cutting issue on par with mitigation, adaptation and means of implementation and support. This brief unpacks the reasons why this is essential. It also provides an overview of the outcome we need to see at COP 28 to provide both the high level political messages and a roadmap for mobilising support to address loss and damage at the scale of the needs and scaling up mitigation and adaptation to avert and minimise loss and damage and limit average global heating to below 1.5°C.
